社会救济是社会保障的重要组成部分，英国是世界上第一个建立现代社会保障制度的国家。研究英国社会保障制度的形成过程对于建立中国特色社会保障制度具有重要的借鉴意义。同时，社会救济网络的建设也有利于社会和谐。本文分四章对这一问题进行了论述。

第一章论述了本文研究的目的和意义并介绍了近年来国内外对本课题研究的概况。

第二章论述了英国社会救济存在的背景，包括自然环境，经济和社会环境，认为英国特殊的历史背景为社会救济的存在提供了必要性和可能性。

第三章是本文的重点，论述了各种社会救济因素的存在对于弱势群体和社会发展的积极意义和局限性。

第四章论述了经济和社会环境的变迁对社会救济的影响，并揭示了由此而带来的法律机制的变化。

结束语总结全文。

Abstract

 

Social relief was an important component of social security. In the world, England was the first country which established modern social security system. Research on the British social security system with Chinese characteristics in the process of establishing a social security system is an important reference. Meanwhile, social relief network was also conducive to social harmony. This paper was divided into four chapters on the issues discussed.

The first chapter elaborated the goals and the significance which this article studied and domestic and foreign introduced the recent years to this topic research survey.

The second chapter deals with the background of the British social relief, including natural, economic and social environment. The British special historical background provided the necessity and possibility for social relief’s existence.

The third chapter, which discussed a variety of factors for vulnerable groups and social development of positive significance and limitations, was the focus of this paper.

The fourth chapter examines the economic and social impact of environmental changes on social relief, and thus reveals the changes of legal mechanisms.

The epilogue part summed up the whole thesis.
