　　本文结合解放前北京市自来水业凡四十一年变迁的历史史实，着力于探求公用事业类的自来水业中私营股份制企业艰难求存之路。既有各种形式的对公司生存下去的持续不断的威胁，也有存在并发展下去的充分理由。

　　一 以地面水为自来水水源时期

　　第一节 叙述了京师自来水公司兴办过程中的工程设计与施工、建设资金的筹集、机器设备的购置三项重要的工作方面以及公司建成投产后具体的经营状况等。揭示出了外国资本主义和国内封建主义对公司的压迫和欺诈。

　　第二节 主要论述了在北洋军阀统治时期，自来水公司对机器设备的改进和添置的过程、公司的经营状况、事关公共安全的自来水水质问题以及军阀对北京自来水业的干扰和破坏。

　　第三节 叙述了北平自来水股份有限公司时期，公司章程的修订、经营状况、机器设备的改进和添置以及长期未能妥善解决的自来水水质问题。

　　二 以地下水为自来水水源时期

　　第四节 阐述了日伪对北京市自来水业的控制及其影响。在日伪统治时期，北京市自来水业的一个重大变化就是水源的更改。基于日伪统治的根本性质所在，结合实际的经营状况，揭示出了日本侵略者通过自来水供应这一手段牟取暴利、剥削北京市民的基本史实。

　　第五节 主要叙述了北平自来水管理处时期国民党政府对北京市自来水业的接受和发还过程以及在此时极其动荡的经济大背景下公司的经营状况和若干小规模的扩建工程。

　　最后，文章总结了北京市自来水公司变迁的基本历史史实，指出了公司艰难求存之不易，说明了统治阶级的工商业政策既有代表统治集团利益的一面，同时也有关注、维护公共利益的另一面。

Abstract

　Through probing into the 41 years transition history of Beijing waterworks Co.Ltd, the paper try to analyze the zigzag survival road of private-shared enterprise of utility waterworks.There is not only all kinds of constant threntens to the survival of enterprise ,but also abundant reasons for the enterprise to exist and develop.
　一、 the period of ground water as water sources
　　chapter one : It describe s the design and construction ,the raise of fund ,the purchase of the equipment of the Beijing municipal waterworks. It also narrates the running of the enterprise after it is put into operation ,From this angle ,we can find the coercion and the swindle of the foreign capitalism and domestic Feudalism.
　　Chapter two: under the rule of Beiyang warlord period, the enterprise try to improve and purchase the equipment .In the part ,it narrates the running situation ,the quality of the tap water and the disturb and harm.
　　Chapter three: After forming the Beijing waterworks Co.Ltd, the company revise the regulation , describe the running situation , the improve and purchase the equipment and try to tackle the long-waiting problem of water quality.
　二、the period of underground water as water sources
　　Chapter four: It narrates the aggressor of Japan’ control and influence on the waterworks. Under the period ,A great change has taken place that is the change of the water sources. Considering the real character of the aggressors rule ,it reveals the aggressor try to reap staggering profits and exploit the Beijing Residents.
　　Chapter five: It mainly describes the Kuomingdang government accept the waterworks and send it back under the Peking water management company .And it also describe the running situation and small-scale reconstruction.
　In the conclusion, the paper sums up the transition of the Beijing waterworks and points out the difficulties of the waterworks .It also reveals that the rulers’ policy both represents the rulers rights and benefits the utility .
